What happens when a diabetic student needs insulin at school, or a medically fragile student needs direct care? In Oregon, where many schools lack a school nurse, student care often falls to teachers and support staff. Oregon's Quality Education Model specifies a funding level of more than $7 billion for K-12 schools in the 2007-2009 budget to ensure 90 percent of students will meet state standards. $6.2 billion was approved for 2007-2009.
